- Campus Emergency Team
The primary purpose of the Campus Emergency Response Team (CERT) is to provide for the safety and security of members of the Edinboro University community and for responding to incidents and emergencies that may threaten the health and safety of the campus community or disrupt University operations. In any emergency situation, Edinboro University's overriding mission is to protect life safety.
The Campus Emergency Response Team is comprised of first responders and senior level administrators, with central tracking responsibility assigned to the Office of Social Equity. The Team provides overall guidance to the University community during an emergency or disaster and provides general oversight for the emergency planning process. The team meets regularly to address hazard identification, emergency preparedness and response and recovery issues. Emergency planning is an ongoing process at Edinboro University.
Depending on the nature of the emergency or the immediacy of the situation, the Campus Emergency Response Team will meet as soon as possible to ensure that all members are knowledgeable of the situation at hand. All members of the Campus Emergency Response Team have the authority to call a CERT meeting at anytime.
The CERT participated in three table top exercises conducted in-house that were designed to test the management team's response to various incidents. Exercises included active shooter scenario, an accident involving a University vehicle out of state with injuries and response to communicable disease. A review was conducted after each exercise. The University also participated in the Pennsylvania Emergency Management Agency's state wide annual weather exercise. The Director of Environmental Health and Safety created a partnership with the Erie County Emergency Management Agency and the Erie County Local Emergency Planning Committee for the University to host the Edinboro Community Disaster Exercise in June of 2008. Additionally, as part of the Disaster Resistant University Project, URS Corporation will conduct a table top exercise in the fall of 2008. Command School, Inc. will conduct an expanded table top exercise in the Spring of 2009.
When the Campus Emergency Response Team assembles, its responsibilities are to:
- Determine the scope and impact of the incident or the potential emergency.
- Make recommendations to the University President as to the severity of the incident, and impact to University operations.
- Determine and prioritize University response actions.
- Coordinate and Deploy University equipment and allocate resources.
- Communicate critical information and instructions. The Director of Public Relations is designated as the sole distributor of all information released to the public and news media.
- Monitor and re-evaluate conditions.
- Coordinate with government agencies as necessary.
The Edinboro University Emergency Response Guide is designed to assist University employees and students in responding to a variety of emergency situations that might possibly occur at Edinboro University while working, attending classes or events, or living on campus.
